WHAT IS
A TRAFFIC MANAGEMENT PLAN?

A Traffic Management Plan (TMP) describes the types of traffic movements that occur on a commercial site and the controls that have been put in place to prevent an injury or collision. It serves as the basis of personnel training in how a business manages their individual traffic risks.

A TMP should be developed following a process of Hazard Identification, Risk Assessment, and Controls Analysis of the various vehicle, mobile plant, and pedestrian movements on a commercial site, and is required in order to comply with the Work Health and Safety legislation.

A TMP should include details of:
  • The desired flow of pedestrian and vehicle movements
  • The expected frequency of interaction of vehicles and pedestrians
  • A map of the site layout and location of traffic controls such as barriers, walkways, signs mobile plant operating areas, speed limits, intersections. and the specific arrangements to warn and guide traffic around, past, or through a work site.
  • A description of how traffic situations will be managed.
A TMP should also set out:
  • Responsibilities of people managing traffic in the workplace
  • Responsibilities of people expected to interact with traffic in the workplace
  • Instructions or procedures for controlling traffic including in an emergency.

A TMP should be regularly monitored and reviewed particularly following an incident to ensure it is effective and takes into account changes at the workplace. In workplaces with a traffic management consultative committee, the committee should carry out the monitoring and review of the TMP.

You should ensure that your workers are familiar with the TMP as part of the induction process and through periodic refresher training.

WHY IS A TRAFFIC MANAGEMENT PLAN NEEDED?

The safety, as well as smooth flow of traffic in the workplace and surrounding areas is highly important. Where there are cars, trucks or forklifts at your workplace there is risk that they may collide with people. People who work with or near vehicles are most at risk as well as customers and visitors to your workplace.

Managing the risk of vehicles colliding with people is crucial. There are a number of ways of doing this depending on the size of your workplace, the kinds of vehicles being used and how often vehicle and pedestrians interact.

Failure to develop, implement and maintain an effective Traffic Management Plan places your business at significant risk of serious injury, accidental damage, and prosecution.

Conduct a 1-2 day audit of your workplace. This involves a preliminary meeting with the relevant team, comprehensive data collection and observing the current state and flow of operations.

Analyse possible controls to reduce the risk of injury to people, damage to structures and equipment. Conduct a formal risk assessment of traffic movements across the entire site.

Controls Review

Controls & Review

Develop a plan to eliminate, where possible, and/or reduce the risk to an acceptable level, with a strong emphasis on creating separation of pedestrians from vehicles and mobile plant. Develop a site map with the proposed traffic controls in place. Conduct review of the proposed controls with the client.

Document Creation

Document Creation

Create a comprehensive Traffic Management Plan detailing the site rules and expectations to minimise the risk of injury or damage to structures or equipment. This will be underpinned by a comprehensive risk assessment.

Implementation

Implementation

Implement the traffic controls as agreed with the client, including signage, line marking, barriers, and devices necessary to implement the traffic management plan. We take care of the implementation of physical controls to achieve the plan, with the client to train their personnel.
